Copy of the "China Critis of March 13th.
sir,
I have the hencur to forward here-
with copy of an article entitled "Railway
Problems of 1980" which appeared in The
China Critis of March 13th. In effect
the article is a résumé of the difficult-
ies which the Ministry of Railways has had
to face during the past year and the title
presumably indicates that the problem of
dealing with these difficulties is what
the Ministry will have to solve during 1930.
2. The article commences by referring
to four proposals recommended to the Third
Plenary Session of the Contreal Executive
Committee which was held at Nanking at the
beginning of this month, by the Ministry of
Railways. These are in short :
(1)
That military interference with
the Railways should be stopped.
(2)
That military levies and taxes
(3)
His Majesty's Minister,
British Legation,
on the Railways should be abolished.
That Railway debts should be dealt
with promptly as part of a general
loan settlement scheme.
Peiping.
(4)
That two-thirds of the Russian and
Italian Boxer Indemnity Funds should
be applied to Railway construction
plans.
